Bullockstone Road Improvement Scheme (Herne relief road)

This scheme will provide improvements to Bullockstone Road.

The improvements, together with the proposed spine road to be constructed as part of the development site at Strode Farm, will form Herne Relief Road.

Bullockstone Road will be widened with new roundabout junctions created at A291 Canterbury Road and Lower Herne Village.

The scheme includes:

  • widening Bullockstone Road to between 6m and 7m
  • a shared footway/cycleway for the full length of the road
  • a new roundabout at the Bullockstone Road / A291 Canterbury Road junction
  • a new roundabout at the Bullockstone Road / Lower Herne Village spine road junction
  • closing off Lower Herne Road
  • landscaping to replace lost greenery

The £7.6 million project is being fully funded by developer contributions.

The timetable is subject to change dependent on the timing of funding contributions.

Outline design: January 2019 to August 2019

Public consultation: 7 May 2019 to 16 June 2019

Planning application: Autumn 2019

Detailed design: Autumn 2019 to Summer 2020

Land acquisition: May 2019 to April 2020

Formal decisions

The approval to progress the Bullockstone Road Improvement Scheme was taken by Kent County Council on 19 July 2018.

Bullockstone Road is a narrow single carriageway that does not currently provide a safe and suitable route for all users as there are no footpaths or cycle paths. Additionally, hedges and vegetation create a narrow corridor for all traffic.

Substantial development is planned in the area and this will increase congestion. The improvement scheme aims to provide an alternative route to the existing A291 through Herne, which is very narrow.

The scheme supports the Kent economy by reducing congestion, improving infrastructure and improving accessibility. The scheme also means around 2,600 new homes can be built.

August 2018

Hollamby Estates has been granted planning permission by the Secretary of State for Lower Herne Village at Strode Farm.

The outline design of the Bullockstone Road improvements together with surveys and investigation work will commence.

April 2019

Surveys were carried out in January 2019 to allow the outline design to start.

A public consultation is planned for May and June 2019 to give local residents and stakeholders the opportunity to provide feedback on the proposed scheme before the plans are finalised. For further information, visit our consultation website.

The funding from the 3 development sites is due to be released at different phases of their builds. The sites have each reached different stages:

  • Herne Bay Golf Club is under construction
  • Hillborough have submitted a planning application
  • Lower Herne village are waiting the result of a judicial review into the Secretary of State’s decision to grant planning permission.

As a result, there are a number of uncertainties about when the funding will be made available to construct the Bullockstone Road improvements. Due to this, part of the ongoing work is looking at how the scheme could be delivered if not all the funding was made available at a suitable time.
