Disabled person and companion bus pass
If you need someone to help you use public transport you can apply for a disabled person and companion bus pass. You'll both get free off-peak bus travel in Kent.
You can apply by phone and post and can pick up forms in some libraries or gateways.

You can get forms and ask staff to forward completed ones and evidence to us at the libraries below and gateways. They can't put your details onto the system.

Getting your pass
We'll send your pass within 15 working days as long as we've received all photographs and evidence. We may need more time if we need a letter from your doctor.
Who can get one
You can get a disabled person and companion bus pass if you can't travel alone, are a Kent resident and one of the below:
- blind or partially sighted
- profoundly or severely deaf
- without speech
- have a disability or have suffered an injury which has a long-term adverse effect on your ability to walk
- have no arms or can't use both your arms
- have a learning disability
- would be refused a driving licence due to physical fitness (section 92 of the Road Traffic Act 1988).
We recommend you choose a suitable adult to be your companion. Young carers can be your companion if they're registered as young carers.
If we've rejected your application and you would like to appeal please write, with evidence, to: ENCTS, Invicta House, Maidstone, Kent, ME14 1XX.
Most passes are issued for a maximum of 5 years.
If you use your pass regularly on a Kent bus with a smart ticket machine that beeps when you tap your pass, we will automatically renew it about 2 weeks before it expires and you don’t need to do anything.
If you haven't used your pass in the year before it's due to expire, it won't be renewed automatically. However, you are still entitled to a pass and you can renew it online at any time. We may send a letter to you if you haven't used you pass on a bus in the previous year with instructions on how to renew it.
If you don’t get a letter from us, it means we are automatically renewing your pass and you don’t need to contact us. If you've moved home, you need to tell us your new address before your pass is renewed.
If your pass is not automatically renewed and you didn’t renew it before 12 March 2018, you can still renew it online if you have your customer number from the letter we sent you in February or March 2018, you will need to let us know before you can renew your pass. It will take up to 15 days to process.
If we have already sent your new pass to your old address, you will need to pay £10 for a replacement.
Passes no longer needed
You can also destroy your pass in the same way as an old debit or credit card.
If you applied for a temporary pass due a short term medical condition we won't renew it automatically. If your condition persists you'll need to apply for a new pass.
Complete the bus pass change of address form if you've moved since you applied for your current pass or have received a letter asking you to confirm your address.

If you are moving to Kent you need to apply for a new pass.
We renew passes automatically if they have been used in the last year. If you don't tell us that you have moved you may not receive your new pass as we send it to the last address you've given us. You may then need to pay for the cost of replacing this pass.
If you have moved out of Kent, you will need to contact your new local council to request a new pass. Because the scheme is national and the rules are the same in each local authority, you will have exactly the same eligibility as you had in Kent but the pass must be issued by your own local council. Your current Kent pass will be cancelled and should be returned to us (at ENCTS, Kent County Hall, Contact Point, Invicta House, Maidstone, Kent ME14 1XX) or handed it in at any library or Gateway. You can also destroy your pass in the same way as an old debit or credit card.
You need to:
- prove you can't travel alone
- prove you live in Kent
- prove you have a disability
- provide a passport style photograph from the past year with your name and postcode on the back. You can read guidance on photographs in the 'Photograph size and format' section on the Concessioncard website.
Please just send photocopies, not originals as Kent County Council does not return documents.
Proof you can't travel alone
Choose 1 of the following, which must be no more than 12 months old:
- most recent Disability Living Allowance (DLA) uprated letter with higher rate mobility component or care component with a period of entitlement of at least 12 months
- evidence you receive attendance allowance at the higher rate
- evidence you receive Personal Independence Payment (PIP) with a score of at least 8 points on the 'moving around' and/or 'communicating verbally' activities
- evidence you receive DLA or PIP at the enhanced rate
- evidence you are registered blind or partially sighted
- letter from a doctor confirming you are unable to travel alone and the reason for this.
You'll also need to complete a personal statement, explaining why you need a companion to help you travel by bus.
Proof you live in Kent
Choose 1 of the following:
- driving licence
- utility bill from the past year
- bank or credit card statement from the past year
- Council Tax bill from the past year.
Evidence of disability

Audiological report from an aural specialist indicating hearing loss has reached 70 - 95 dBHL.
|Without speech||Evidence from the last 12 months that you receive Personal Independence Payment (PIP) with a score of at least 8 points on the 'communicating verbally' activities, for example PIP award letter.|
A letter from a doctor confirming that you are unable to make clear, basic oral requests, for example to ask for a particular destination or fare.
|Has a disability or has suffered an injury which has a substantial and long-term adverse effect on the ability to walk||Photocopy of your Blue Badge (disabled parking badge)|
Recent evidence that you receive Personal Independence Payment (PIP) with a score of at least 8 points on the 'moving around' activities.
Recent evidence that you are in receipt of War Pensioners Mobility Supplement.
A letter from a doctor confirming that you have a disability or have suffered an injury which has a substantial and long-term effect on your ability to walk.
Recent means no more than 12 months old.

A letter from a doctor confirming that you are unable to use your arms to carry out day-to-day tasks such as paying coins into a fare machine.
|Has a learning disability, that is: a state of arrested or incomplete development of mind which includes a significant impairment of intelligence and social functioning||Social Services registration letter and orange registration card.|
A letter from a doctor confirming that you have difficulty in learning new skills or may be unable to cope independently. The disabilities must have started before adulthood and have a lasting effect on development.
For children above fare paying age - a letter from the head teacher at their school confirming eligibility as defined.
|Your application for a driving licence would be refused under section 92 of the Road Traffic Act 1988 (physical fitness). You won't be eligible if you were refused because of persistent misuse of drugs or alcohol||Letter from the DVLA indicating refusal or withdrawal of your licence for a minimum of 12 months.|
A letter from a doctor confirming that you are unfit to drive, detailing the reason and the length of time for which you will be unfit to drive.
This category covers disabilities which are likely to cause the driving of vehicles by them as source of danger to the public. For example, dementia, cardiac disorders, sever mental disorders and long term epilepsy.
You can use your pass with or without your companion. Without an English National Concessionary bus pass, you will need to pay the ordinary bus fare.
Monday to Friday: 9.30am - 11pm.
Weekends and bank holidays: All day.
Check the Medway scheme for details of when you can use your pass in Medway.
- Local bus services in England – outside Kent, check the relevant council's website for when you can use it.
- Gravesend to Tilbury ferry.
- Canterbury Park and Ride (you'll still have to pay for parking).
Your companion can only travel free on bus journeys starting in Kent or Medway.
You can't use your pass outside of England or on scheduled coach services.
Problems using your pass

Due to the safety risks caused by the batteries, not all mobility scooters are suitable for carriage on buses and you will need to check with the bus operator if your model is safe for carriage before travelling. Some operators issue special permits in order to enable their drivers to check that your model is suitable for transport and you will not be allowed on the bus without that permit.
Please make sure you have your mobility scooter handbook to hand when you contact the bus operators, as they will need to take details of your model in order to give you the correct information.

Your replacement pass will have the same expiry date as the pass that was lost, stolen or damaged.
Cost and paying
- Lost or damaged cards: £10.
- Stolen: free if you've got a valid crime reference number (not a police lost property reference). Otherwise £10
Pay by credit or debit card, cheque or cash.
- Make payable to Kent County Council.
- Mark your name, date of birth, contact details and postcode on the back.
- Send to ENCTS, Kent County Council, Contact Point, Invicta House, County Hall, Maidstone, Kent, ME14 1XX.
We'll process your order once payment has cleared. We can't refund your £10 once we've processed it, even if you find your lost pass.

If you have found a lost bus pass please contact one of our staff:

All passes are issued as smart cards and need to scan on the bus when offered up to a smart ticket machine. If they do not scan then they need to be replaced and a £10 fee will apply.
If you think that the reason for the failure to scan relates to a fault with the pass rather than how it has been looked after, your pass can be returned for testing but the £10 fee will still initially apply. In the event that the pass is found to be faulty, we will refund your replacement fee. Cards which are found to fail because they have not been properly cared for will not be tested. Passes can be returned to one of the following:

If the pass is found to be faulty then we will refund your replacement fee.
