HGV parking ban scheme
Even though we've worked hard on the traffic management plans with our partners, there may well be a certain amount of freight turned back from the Port of Dover, Eurotunnel, or from the Manston or Sevington sites, if border paperwork is not in order. If this is the case, Heavy Goods Vehicles (HGVs) are expected to return to their base of operation, but some may just move onto the local road network and wait to become border ready.
The Department for Transport has given us permission to introduce a new restriction, where HGVs are not allowed to park (or wait) at any time in certain areas in Kent. The restriction applies to vehicles weighing 5 tonnes or more.
It does not affect loading or unloading of HGVs, however, any existing on-street parking restrictions that are signed locally will remain in effect, and can be enforced separately to this HGV parking ban.
The restrictions apply to all streets in the districts and boroughs of:
- Folkestone and Hythe
Zonal entry and exit signage will be placed at key locations, to inform drivers when they are entering and leaving the zone where the parking restriction applies.
The restriction is now in place and applies to all streets in the above districts, 24 hours a day, 7 days a week.
The lay-bys located along the following routes are exempt from this restriction:
- A249 between M20 Junction 7 and M2 Junction 5
- A299 between M2 Junction 7 and junction with A256
- A256 between junction with A299 and junction with A2.
Additionally, drivers of HGVs are permitted to stop for their short break (45 minutes) as defined by the EU Drivers' hours regulations. HGVs can continue to load or unload in the normal manner, except where existing parking restrictions apply.

Dedicated parking for HGVs is available at:
- Maidstone services – M20 Junction 8
- Medway services – M2, located between Junctions 4 and 5
- STOP 24 services – Channel Ports Truck Stop – M20 Junction 11
- Ashford International Truck Stop – Waterbrook Avenue, Ashford. TN24 0GB
- Dover Truck Park – Menzies Road, Port Zone. Whitfield. Dover. CT16 2HQ.
Report an HGV
You can report any HGVs that are breaking these parking restrictions by downloading the Country Eye app. Choose the HGV Watch option under 'what do you see'.
While the restriction applies to all streets across the 7 districts and boroughs, we will take a reasonable, but targeted approach to enforcement. Kent's residents are our priority and through this scheme, our aim is to encourage HGV drivers to consider their impact on local communities and other road users.
Paying a release fee and penalty charge notice
In order to have the clamp released from your vehicle, you need to pay £185. This includes a release fee of £150 and the penalty charge notice of £35.
You will need your vehicle registration number and penalty charge notice number to be able to make the payment.
Alternatively, you can make payment over the phone by calling 03300 88 75 24.
Once we've received the payment, we aim to attend and remove the clamp within 2 hours.
Please note that removing and/or damaging a clamp is a criminal offence.
