Paul Carter is Leader of Kent County Council and
Cabinet Member for Business Strategy, Audit &
Transformation.
Roles and responsibilities
These include:
- appointing a Cabinet
- setting the strategy and performance of the whole
organisation
- providing overall leadership and direction (working closely
with the corporate management team)
- leading the Cabinet in decision making and making executive
decisions that are not exercised by other Cabinet Members or
officers.
- working closely with Cabinet Members to develop effective
council policies and the delivery of high quality, best value
services to local people.

- Ambition and Locality Boards
- Business strategy
- Kent Forum
- Local Enterprise Partnership (LEP)
- Property and capital programme delivery
- Vision for Kent
Allowances
All councillors receive a basic allowance of £13,000 per
year to perform their duties. Some elected members receive an
additional allowance for any special responsibility that they might
have as a member of the council, such as being a Cabinet member or
a committee chairman.
From April 2009 to April 2010 (last financial year):
- Paul Carter's total allowances were £54,360.56

Expenses
Elected members are allowed to claim travelling expenses for
their official duties and for caring responsibilities, either for a
child under 16 or a dependent adult. Expenses for lunch,
stationery, phone calls and other routine subsistence expenses are
not normally reimbursed because this is covered by the basic
allowance. No other allowances or expenses are payable.
