A Traffic Regulation Order (TRO) is a legal Order, which
allows the highway authority (Kent County Council) to regulate or
restrict the speed, movement and parking of vehicles and is
enforceable by law. The act governing Traffic Orders is the Road
Traffic Regulation Act 1984.
In Kent, Moving Traffic Orders are enforced by the Police and
parking restrictions are enforced by local district councils.
On average, a Traffic Order can take between nine and 12 months
from the point when it is agreed in principle and funded, to
implementation. It is a lengthy procedure because of the statutory
periods of consultation and advertising which must be adhered to so
as not to compromise the legality of the Order.

for this before the end of the consultation period, which is shown
in each Order.
Representations will be considered by councillors at the end of
the consultation period, at which time a decision will be made
whether to proceed with the implementation of the
