Scheme prioritisation system
Every year,
Kent Highway Services receives hundreds of scheme requests from
people looking for investment and inclusion in our annual
Transportation and Safety Package programme.
Unfortunately, there are too many proposals for the funding we
have available.
The 2008/09 programme was a milestone in determining Kent's
local transport priorities and establishing local investment
programmes; it was devised using Kent's scheme prioritisation
method, PIPKIN.
PIPKIN has since been updated to the scheme prioritisation
system.
This has been developed to achieve two things:
- enable KCC officers to assess every scheme proposed resulting
in a score. This allows comparison between one scheme and another.
The highest scoring schemes are the ones that contribute the most
to national, regional and local transport targets
- provide a score for every scheme which can be ranked to
prioritise the proposals. This acts as a guide for officers and
members on which schemes should be funded and constructed, and
whose less worthy of a share of the limited budget.
