The Chairman is the civic and ceremonial head of the
authority, and represents the County Council at a large number of
events in Kent and the wider Southeast. The Chairman's position is
apolitical, which requires him to carry out his duties representing
the County Council as a whole.
The Chairman is elected annually by the County
Council (usually at the Annual Meeting in May), as is the
Vice-Chairman. They are the only officers with the duty of
presiding over Council Meetings.
The Chairman exercises the ceremonial role as the lawful
representative of the County Council.

The Order of Precedence in the County is:
- The Lord Lieutenant - the Queen's Representative
- The Lord Mayor of a City - within only the City
- The Mayor - within only the Borough
- The Chairman of the County Council (or Vice-Chairman in
Absentia)
- The Mayors of other Boroughs wearing Chains or Badges
- The Mayors of Town Councils wearing Chains or Badges
- Chairmen of the Parish - within only the
Parish
