Construction frameworks
We operate 3 independent construction frameworks:
- asbestos
- consultancy services
- principal contractors.
These are aimed at not-for-profit organisations and have been designed to reduce procurement time and costs while maintaining standards. We aim to establish long-term relationships between clients, professionals and contractors, with shared objectives and values.
We will provide access to help and guidance at any stage of your project.
There are a number of lots on each framework to ensure accurate and efficient allocation of tasks in a structured way.
All 3 frameworks are open to:
- local authorities
- councils
- schools
- colleges.
They are also open to other not-for-profit-organisations in accordance with the relevant OJEU Notices.
We will allow other government bodies and registered charities to use these frameworks. These authorities will include but will not be exclusive to other county councils, district authorities, health, fire, police or education.

Asbestos services
This process should be followed when you require asbestos services relating to the following disciplines:
- Lot 1 - surveys and management (KCC use only):
- asbestos management
- refurbishment surveys
- demolition surveys
- statutory compliance training
- emergency call out service
- minor remedial works
- Lot 2 - removals and encapsulation:
- asbestos removal works
- asbestos encapsulation works
- responsive work service - 4 hour, 24 hour and 5 day
- Lot 3 - air testing:
- carrying out personal, background, reassurance and reoccupation sampling as per HSG 248 leak tests
- background air testing
- reassurance air testing
- personal monitoring
- four stage clearance (including reoccupation certificate)
- emergency call out service

Contract end date: 31 March 2020
Asbestos surveys
This process should be followed when you require asbestos services relating to the following disciplines:
Lot 1 - surveys and management (external use only):
- asbestos management
- refurbishment
- surveys
- demolition
- surveys
- statutory compliance
- training
- emergency call out service
- minor remedial works
Contract start date: 1 July 2016
Contract end date: 30 June 2020

This process should be followed when you require consultancy services relating to the following disciplines:
- Lot 1 - architecture
- Lot 2 - lead consultant/employers agent/project management
- Lot 3 - CDM Co-ordinator
- Lot 4 - mechanical and electrical engineering
- Lot 5 - structural and civil engineering
- Lot 6 - quantity surveying
- Lot 7 - clerk of works
- Lot 8 - environmental services
- Lot 9 - building surveying
- Lot 10 - multi-disciplinary
Contract start date: 1 July 2014
Contract end date: 30 June 2020
The type of project or programmes for this framework are expected to consist of new builds, extensions, refurbishments and alterations to existing schools. However, any type of building work to any property including housing and associated construction services such as hard or soft
landscaping is included.
Civil engineering works such as highways, major bridges or coastal works are not covered by this framework.
- Lot 1 - £1 to £1m contractors are appointed to provide 'construct only' services
- Lot 2 - £1m to £8m - contracts may be appointed to provide either 'develop and construct' or 'construct only' services.
