Biography

Russell qualified as a solicitor in 1991. He is a specialist in commercial property and has a wealth of experience having worked in private practice, in-house with national and regional property developers and also in Local Government with Wiltshire Council as a Senior Solicitor and the London Borough of Wandsworth as a Principal Solicitor before joining Kent County Council in 2016.

He is experienced in all aspects of commercial property work, including the buying and selling of freehold and leasehold land and buildings. He also has extensive experience of business leases.

In both private practice and in-house Russell has worked closely with clients and their other professional advisers on the acquisition of numerous development sites with complex contractual arrangements often including overage provisions. He has also worked on the disposal of many development sites by local authorities.

In private practice he has acted for many different types of client including pension funds, SIPP and SSAS administrators, national and local charities and not-for-profit organisations, schools, a Diocesan Board of Education, the Chapter and Dean of a Cathedral and for many national and local businesses, farmers, property developers and investors.

His local government experience includes property work on a number of high value/high profile projects including a £180 million social housing PFI, the outsourcing of highways and Street Scene services involving the sharing of multi-use depots and facilities and a major development project to provide ‘extra care’ housing. He has also acted for a local authority in the multi-million pound acquisition of investment properties.
