Lucia was educated at the University of Liverpool and The College of Law at York. She joined Kent Legal Services in 2012 from Sheffield City Council where she was a member of the Education Legal Team.

Lucia regularly advises Kent County Council in relation to academy conversions and other areas of education law. As a member of the Contracts and Procurement Team Lucia has experience drafting a wide range of contracts covering the following areas:  works, goods and services, IT, Intellectual Property and Data Protection, funding and grant agreements and consultant contracts. In addition Lucia also advises Kent County Council in relation to pensions when companies are seeking to be admitted to the LGPS.

Lucia also has experience providing training to clients, producing a series of training presentations specifically for schools to assist them in the procurement of goods and services with a focus on avoiding onerous equipment contracts.
