Framework consultants - Property Services
A four-year property services consultancy framework began on 1
April 2009. The framework was set up following EU procurement rules
and is open to all public authorities in the South East of England.
Commissioning consultants through the framework avoids the need for
a lengthy procurement process and ensures quality and best value
are achieved on new build, extension and refurbishment
projects.
The framework includes 150 consultants covering nine
building-related disciplines. View a

various criteria and their performance in key areas is regularly
monitored to ensure quality standards continue.

Guidance for KCC sites
The framework is available for use by any KCC site even when KCC
are not funding projects, for example, if a school has been awarded
external funding.
Property & Infrastructure Support can act on behalf of a KCC
site to select a consultant from the framework, raise a commission
and give advice regarding the terms of contract. This service is
free of charge.
To place a commission under the framework call 01622 696038 or
complete the
commission pro forma (PDF, 186k) and email it to building.consultants@kent.gov.uk.
To make a change complete the
commission variation order (PDF, 134k) and email it to
propertygroupcommissioning@kent.gov.uk
If a KCC site wishes to appoint a framework consultant without
going through Property & Infrastructure Support, or a
consultant that is not on the framework, they must:
- Follow KCC's procurement rules and policies, which have been
set up to ensure national and EU legislation is met. The procedures
that should be followed vary depending on the value of the project
and are detailed in the document
