Head of Paid Service/Corporate Director of Strategic and Corporate Services

Roles and responsibilities

  • Guide and support the political and managerial leadership of Kent County Council in strategic decision making, policy development, effective performance and risk management and governance, to underpin the council’s medium term plan.
  • Deliver effective strategy and operation of business support activities for the whole authority. This includes the delivery of the full range of property, IT systems and services, finance, legal and HR services that support the whole organisation in the provision of services to the people of Kent County Council.
  • Direct the communication, consultation and customer strategy functions to ensure that the council engages the public effectively, and uses information to improve services.
  • Provide oversight and direction for traded services, including the development of Kent Commercial Services.


Trained as an economist, with a policy and information technology background, David has experience of working in public and private sector partnerships and for both local and national government in a number of areas – including in Jobcentres, Benefit Offices and training and skills programmes as well as national policy in Whitehall. David has previously worked in Economic Development in Kent County Council focussing on local regeneration projects and strategy as well as in business support, including working with local enterprise agencies.

David's salary is £193,385.
