What is Falconer's Court ?

Kent Adult Social Services invites tenders to provide a residential care service at:

Falconer's Court (this link will open in a new window) is a 7-bedded residential home for adults with learning disabilities. The 7 current residents (all female) have been long standing residents since the home was set up in 2000.

This is an unusual situation in that Falconer's Court is owned by Moat Housing (this link will open in a new window), for which a rent / management charge is payable by the residential care provider to Moat Housing. There will be a Management Agreement between the appointed residential care service provider and Moat Housing.

Falconer's Court is CSCI registered and has a 2 star - Good rating.

Why are we inviting tenders for Falconer's Court?

The current residential care provider (SPH Housing) is exiting the service. There is currently no registered manager in place and there are some staff vacancies. Existing staff will transfer to the new residential care provider within the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE).

Each client placed at Falconer's Court will fall within Kent County Council's usual Residential Learning Disability contract; see the link within the Business Questionnaire for the Specification and Terms and Conditions (Pre Placement Agreement). The contract will commence on 2nd February 2009 and will continue unless it is otherwise terminated via the application of the relevant clauses of the Pre Placement Agreement. There will be no guarantee of continued business from Kent County Council if beds become vacant. However, if any beds become vacant and are filled by Kent County Council supported residents, the placement price will be the contract price as tendered and annually increased (if applicable).

In accordance with Kent's 'Residential Change Programme', we may be looking to develop the service into Supported Living accommodation in the future. In the intervening period, the service provider must implement a person centred planning approach and promote individualised activities for service users.

Additional information

The Tender Information Pack includes a copy of the Housing Management Agreement and related charges, existing anonymous staffing details, staffing policies and procedures and relevant service user information.

Kent Adult Social Services will evaluate tenders based on the price tendered, capacity to deliver the service and service quality.

Providers who are successful at the first stage of the evaluation will be invited to interview on 25 November 2008. Service Users will be involved in the interview process. Moat Housing will also be involved in the tender evaluations at this stage and will require specific information on financial viability. Tenderers will be asked to bring relevant information to the evaluation interviews.
