Kent County Council Adult Social Services Directorate
invites tenders for a 5 year contract, for the provision of
domiciliary care service for 7 new Extra Care housing developments
which are a part of the Better Homes Active Lives PFI.
The overall county contract which is currently valued in the
region of £2 million per annum will cover the Extra Care
developments in Ashford, Shepway, Canterbury, Thanet, Dover,
Dartford and Maidstone districts in Kent. These developments will
become operational between April 2009 and October 2009.
Each Extra Care Development has between 36 and 40 Extra Care
apartments (there are 275 apartments in total). The service will
provide different levels of domiciliary care for older people with
different level of needs housed in the extra care sheltered
housing, and will include 24 hour onsite care on each location and
daytime individual care. The provision of the domiciliary care will
be delivered, adjusted and monitored on a District basis against
the criteria set out in the generic service specification.
Providers will be expected to deliver the domiciliary care on
the terms and conditions set out in the service contract and in
line with the service specification. The service level is also
likely to increase or decrease in relation to the number of service
users or changes in dependency levels, in line with Kent County
Council's Self Directed Support agenda, and may consequently effect
the number of hours purchased and the overall county contract
value.
The contract will also require the domiciliary care provider to
meet specific quality targets. Providers are invited to tender for
the contract of the care element in one or more district zones of
the County Council. For the purpose of this contract, the district
zone breakdown will be as follows:
- District Zone 1 - Dartford and Maidstone
- District Zone 2 - Ashford, Shepway and Dover
- District Zone 3 - Canterbury and Thanet
It must be noted that only organisations who have recently been
successful in gaining new, or in renewing their existing Approved
Provider Status 2008 are eligible to tender for the Better Homes
Active Lives domiciliary care service.
