Summary
KCC and Medway Council are committed to protecting the right of
choice for the most vulnerable people in society.
Kent and Medway invite tenders to provide a specialist
Independent Mental Capacity Advocacy (IMCA) service to people
covered by the Mental Capacity Act 2005 and the Deprivation of
Liberty Safeguards 2008. The service must cover Kent and Medway.
The current usage is 300 enquiries leading to 160 IMCA
interventions. The anticipated usage by 2010 is 250 interventions
per annum taking account of the Deprivation of Liberty Safeguards
(DOLS) legislation.
How do I tender for the IMCA service?
The IMCA Business Information Questionnaire can be submitted
easily online.
In addition to the Business Information Questionnaire,
organisations interested in tendering for this service must also
provide:
- A copy of your most recent satisfaction survey
report.
- Copy of your latest audited accounts.
- Details of the contract department of a maximum of three local
authorities/health services for which your organisation has
provided an IMCA service. These details must be provided to us by
Tuesday 16 December 2008 via
email or to

The contract will begin on the 1st April 2009 for 3 years with

The second stage evaluation process will involve an
interview/presentation panel held in Maidstone on the 26/01/09. The
topic for the presentation will be:
"How do you safeguard the rights to liberty of the most
vulnerable groups of people lacking capacity? Indicate what you
would do in your work to achieve a balance between the promotion of
basic rights and freedom under current legislation, against the
protection from harm."
