The Blue Badge Disabled parking Scheme allows disabled and
blind people to park closer to shops and amenities, allowing the
holder to drive or be transported to areas within towns and cities
where parking is restricted.
KCC Blue Badge Parking Scheme is based at the Contact Centre
(Contact Kent) in Maidstone, and is responsible for administration
and issue of disabled parking permits for the County of Kent.
Medway, Bexley and Bromley councils run their own Blue Badge
schemes:

Eligibility
You can qualify automatically for the Blue Badge Disabled
Parking Scheme if one of the following applies to you:
- You receive the higher rate mobility component of Disability
Living Allowance or have a mobility finance vehicle
- You are registered blind (not partially sighted)
- You receive war pensioners mobility supplement
You may still apply for a badge under discretionary rules if the
following applies to you:
- You have a permanent and substantial disability which affects
your mobility and means you have considerable difficulty in
walking
In this case we will contact your General Practitioner
on your behalf to verify your level of disability.
You may also be asked to attend a Clinic session where a qualified
Occupational Therapist will assess your mobility. This will be of
no cost to yourself.

Completing the online application form
Please complete the online application form supplying all
relevant details. Once you have submitted your application to us
online you may select one of three options:
1. Print Out Quick Return Slip
Complete the slip sending to us:
- 2 passport size photographs
- signatures
- a cheque or postal order for the sum of £2
- photocopy evidence of documents if required
Failure to enclose all of the attachments WILL result in the
form being returned to you.
2. Print out the full application form
Return the form (address on the front of the form), and send to
us:
- 2 passport size photographs
- signatures
- a cheque or postal order for the sum of £2
- photocopy evidence of documents if required
Failure to enclose all of the attachments WILL result in the
form being returned to you.
3. Send me the form
We will post the completed form to you. Once you have received
it, please return the form (address on front of form), and send to
us:
- 2 passport size photographs
- signatures
- a cheque or postal order for the sum of £2
- photocopy evidence of documents if required
Failure to enclose all of the attachments will result in the
form being returned to you.
Special Rules (additional information in eligibility
criteria)
Please note that if the applicant is receiving treatment at an
oncology unit or due to their condition are linked to a hospice,
the form can be stamped on the front with an official unit stamp.
We may then prioritise the application at the discretion of the
department. Applicants who wish to apply via this route MUST NOT
use the quick return slip (1).

Completing the paper application form
Please complete the form in either black or blue ink using BLOCK
CAPITALS wherever possible.
Parts A and F, the declaration and the two signatures on the
back of the form must be completed by all applicants.
Parts C, D and E must be completed if applicable to you.
If you are completing the form on behalf of someone else, you
may sign the form for them. Please put relationship to applicant in
brackets next to your signatures.
If the applicant is receiving treatment at an oncology unit or
due to their condition are linked to a hospice, the form can be
stamped on the front with an official unit stamp. We can then
prioritise the application. Also in these cases the applicant is
not obliged to provide photographs if they do not wish to.
You must send back the form to the address on the front with all
relevant attachments:

- photocopy evidence of documents if required
Failure to enclose all of the attachments WILL result in the
form being returned to you, unless you are receiving treatment at
an oncology unit or you are linked to a hospice and choose not to
provide photographs.
If you are successful in your application you will be sent your
Blue Badge and time clock along with DTLR scheme booklet which we
strongly recommend you take time to read through and familiarise
yourself with the scheme before using your badge for the first
time. You will also receive other literature related to the scheme
which you may find useful.
By completing and signing the form you must agree to your
responsibilities as a badge holder. Complete the form.
Your responsibilities as a badge holder
We draw your attention to sections 10 - 16 of the DTLR Blue
badge booklet and remind you that you are responsible for the use
of your badge. Failure to comply with the Law can result in a fine
of up to £1000 being imposed and the badge withdrawn. The badge
MUST be displayed correctly at all times when in use enabling
Parking Attendants, Traffic Wardens etc. to view the details.
The badge lasts until the date shown on the front. After that
time it is illegal to use. It is YOUR responsibility to allow
yourself time to get your badge renewed before your old one
expires. NO reminder will be sent. No badges are automatically
'renewed'. After 3 years a new application MUST be made. The badge
is for your personal use only.
If you lose or have your badge stolen you MUST first report it
to the Police who will issue you with a Crime number or a lost
property number. We MUST have this to replace the badge. Please
then contact our department who will advise you on replacement.
This is also the number to ring if you have a faded badge or you
have changed your name through deed or marriage.

Changes to law on blue badges
Whenever you display your blue badge on a vehicle, it can now be
inspected by the following: police officers, traffic wardens, and
those working for the local authority who are involved in checking
that vehicles are parked properly, such as parking attendants and
civil enforcement officers. For further information on these

IMPORTANT NOTICE
Please note:
It can take up to 6 weeks to gather all the information to issue
you with your Blue Badge.
When you have completed your application form and returned it to
us, please only telephone the department if you need URGENT
information. All applicants are dealt with in strict date order.
This should take between 4 and 6 weeks from when we have received
the completed form. In most cases you should receive your badge
within the 6 weeks. However, if we require further information it
may take longer.
Our telephone number is 01622 605020 and is for application form
requests and urgent enquiries only. Please only ring the department
if you have not received your badge after the 6 week period. The
telephones in the department are very busy so please be patient
when calling.
- Please allow 6 weeks for issue of the badge
- Only telephone the department in an emergency
- Keep issuing time to a minimum by making sure you have enclosed
all relevant information required along with your two photos and
payment
- It may help if you make a note of exactly when you sent your
application form to us
Protecting your personal information
KCC retains on the file information (including medical data)
from this form and any attached documents. This is required for
purposes of processing, management and monitoring of the Blue Badge
Scheme and the prevention and detection of fraud. All information
will be dealt with in accordance with the data protection
legislation.
