Learning Disability Partnership

There are many exciting changes happening in Kent to help people with learning disabilities. In particular these relate to the Government's White Papers Valuing People and Our health, our care, our say and Active Lives - The Future of Social Care.

We have provided links to a number of related strategic documents and details of what's happening in our publications section, to explain who is involved in the changes and how they are being planned.


Valuing People

Valuing People: "A new strategy for learning disability for the 21st century" was published in March 2001. This document sets out the Government's suggestions for improving the lives of people with learning disabilities and their family and carers.

The document is based on four main beliefs:

  • RIGHTS
    All people with learning disabilities have the same rights as other citizens;
  • INDEPENDENCE
    We should believe someone is independent first, rather than dependant. Public services should provide the support needed for independence;
  • CHOICE
    People with learning disabilities should be able to make real choices. Support should be provided for all including people with severe and profound disabilities;
  • INCLUSION
    People with learning disabilities should be supported to be fully included in their local community;
