Statement of philosophy and principles
Kent Youth Offending Service adheres to the provisions
established by the Crime and Disorder Act 1998 and other relevant
legislation including the Children Act 1989. The service works
strictly to the principle that by preventing offending, the welfare
needs of children, young people, their families, together with the
interests of the community will be best served.
The service is divided into three area teams who are responsible
to the Head of Service who in turn is responsible to the County
Council as well as the national Youth Justice Board. Each area
Youth Offending Team comprises of officers from Social Services,
the Police, Probation, Education as well as voluntary
organisations. The multi-agency format of Kent Youth Offending
Service encourages a holistic, cross skilled pespective to tackle
youth offending. Each young person referred to Kent Youth Offending
Service via the Police or the Youth Courts is subject to an
assessment of need and individual programmes are tailored to
prevent re-offending. Victim awareness, restorative justice and
reparation to the community are considered for all young people on
youth offending programmes. Children and young people are given
every opportunity to understand that there is no such thing as a
victimless crime.
Kent Youth Offending Service supports the enforcement of
parental responsibility and, where possible, engages parents
voluntarily at all levels of the work. The service believes that
the acceptance of personal responsibility is key to effecting
positive change in individuals and everyone is capable of achieving
this.
